Mental Retardation Services (MRS)

The Mission of Mental Retardation Services is to create, promote, and enhance the supports and services available to people with mental retardation. Individuals will have access to quality supports and services that foster:

  • Choices in their everyday lives
  • Meaningful personal relationships with friends, family, neighbors
  • Presence and participation in their communities

The City's Department of Behavioral Health and Mental Retardation Services (DBH/MRS) is considered to be an Administrative Entity (AE), contractually obligated to the Commonwealth of Pennsylvania to conduct the business of the service system in Philadelphia.

To accomplish this mission, MRS contracts directly with more than 70 agencies and service providers to provide:

  • Supports coordination (formerly known as Case Management)
  • Early intervention services
  • In-home supports and respite services
  • Employment and adult day services
  • Community living and lifesharing (family living) services
