The Management Services Division (MSD) is responsible for DBH/MRS and contract personnel hiring and training, labor relations, records maintenance and storage, DBH/MRS purchasing, and property/equipment inventory maintenance and control. MSD staff perform the following duties:

• Provide information technology services
• Conduct research and information analysis
• Coordinate and process personal contract services for attorneys representing Philadelphia residents
• Provide and oversee contract services for personnel and consultants
• Ensure that DBH/MRS management information systems and reporting conform to state and federal guidelines
• Provide broad administrative and logistical support for three facilities that house four administrative divisions and approximately 300 employees
• Manage phone system design, data communications, data wiring, analysis, and evaluation for all new and existing user application requests
• Coordinate with property management staff at 1101 Market Street and the Department of Public Property on leasing and work environmental issues
