DBH/MRS Fiscal Requirements and Documentation The following contract requirements apply to all Mental Health/Mental Retardation and Addictions Services Contracts. Providers must register with the City’s official contracting Web site “eContract Philly” in order to apply for posted contract opportunities and submit online disclosures to include campaign contributions and use of consultants and subcontractors.
